First, the artifact says that the proc lasts for 10s but actually it lasts 7s
Second, you cannot see the activation duration in the up corner you can only see the cooldown

The effect does last for 10 sec. The visual effect issue (where it only displayed for 7 sec) was addressed yesterday.
If you’re still not seeing it you need to patch - so log out and back in.
Activation icon will be fixed in the next game update. Probably early this coming week.
