It goes to all the characters you have in your file (account) and the more characters you have more probability. I also have 12 characters i spent a lot of money in game so that might explain why i get it EVERYWEEK?!
Please dont make extra accs for this like a guy did for platnium from rewards. or else they might take it away also becareful.

I got it but honestly not happy with it... The elixir only activates if you check the email... STS was trying to make us happy but I think they didn't want to hand it out that easily because their business might go down.

TO ANSWER ALL YOUR QUESTIONS: This x2 free elixir thing came out when the daily blessing came out. you shouldnt be suprised u havent gotten till now
