So I have a 71 bird with a red set and was wondering... If I craft now without 3piece ring ( only have 2 piece) what's the bonus? Same as always? And second, if I do craft now without 3 piece ring, once I'm 76 and have 3 piece ring can I then re craft into the good ring?

I think you should hold off crafting the Dragon set with the 2-piece because it will be a lesser ring that will bind to that dragon set & you won't be able to craft with a 3-piece ring later on. TechnoEmail was explaining that in her thread in PL Announcements section. Go check it out if u haven't.

The bonus is tied to the rings now. If you craft it now you'll only get a separate dragon ring. Can't wear multiple rings, so no bonus anyway. You're required to have the 3pc ring to craft them together. If you craft now the only thing you can't do is sell or stash the new vanities and you can choose between rings. If you wait until you have the 3pc, you can then bind the rings together to get the dragon set bonus back.

Duh...it's so simple....
