Allow Guild Memeber's to Upgrade Guild Hall with Platnum

A member from my guild willingly wished to upgrade our guild hall to another tier but he was not allowed since he was not the GM of the guild and frankly I don't want to give up GM to a "random" player just so they could upgrade the guild for me.

I don't see any con's of implementing this update so please support.
