Dodge and crit stats

My question is what does the actual stat number mean for your character?
I have a critical of 23, does that mean i have a 23 percent chance to crit?
There is no percentage sign next to the number so just curious. Also goes for the dodge stat. Thanks for any assistance.

they mean you will constantly miss everyone you try to hit in pvp unless you catch them during the 7 second period that they are unbuffed. Considering that %hit goes way past 100... no one knows for sure what it all means.

They are all percentages afaik. If you look the crit and dodge bonuses on gear actually do say %. And the reason for over 100% hit% is that your hit% can be debuffed.

in pvp, it's very important for your hit% to be over 100%, preferably 125%. this is because there are debuffs which lower your hit% by 25%.
