The L40 Bow pack comes with a dexterity helmet, dexterity armor, and a bow. The Mimic! Vanity item is available by talking to Sir Van Etee in the front of Nuri's.

Agreed. Generally it's more worth it to dish out 50-60k and buy level 40 gear.

There are a lot of other better alternatives. Here is what I would recommend for PvE:
Helm: Level 40 Sniper's Scorpion Helm
Armor: Level 40 Sniper's Scorpion Armor
Weapon: Sniper's Scarab Bow
