Your only option is to contact support and hope for the best. I know it has been done in the past, but I also know similar requests have been declined recently.

Unless it's only one lvl to decrease it won't be that hard to produce , you will have good chances indeed !
Also don't forget to include important informations.

best bet is support like everyone else said; otherwise, level 66 is a fair replacement level for for both PvE and PvP
