I'm 13 atm and XP as slowed down considerably..Been doing Tomb Level III for a while.
10-15 watcher's tomb lvl3
15-16 kraag's tomb lvl3

Leveling from 1 - 15 is very easy and very fast, I mean cmon, only like 2k xp from 14 - 15? Doing watchers tomg 3 nets you like what 100 xp at least per 5 min. So that is 1,200 xp per hour? Grind for only like 2 hours it goes by fast. On top of that I think you get more than 100 xp, maybe more like 150, I cant remember. Elite Jarl is the only place to be after you get to 16. Or hauntlet..

Kraag Tombs 3 is right around 136 a trip, with a full party, and I was averaging around 4 minutes a run.

I got 157 exp running Kraag Tombs 3 just right now. This is with full party of level 15's

So 157 in Kraag Tomb 3 for 4 minutes and 193 in the the waters tomb this is for a full party of level 15's

From what I have seen over characters it works on a 1 exp per monster no matter where the monster is located. The only difference is if the level you are on has a cap for level. If you were 16 and went to first map you get no exp. So from the way the game seems to be setup you just want to find for all your levels the place with most monsters but also that you can finish fast.

I'd you run kraag tombs 3 make sure to grab the quest from the guy by the cs. Its an easy extra 50xp.

u can get elite title doing solo in kraag3 from 15 to 16
