Achievement When Defeating Jarl In Normal Mode.

For some reason when I defeated Jarl in normal mode I don't get his achievement. I tried multiple times and still nothing I even cleared the map.
I'm confused am I doing something wrong. This is by the way for the loyalist title.

Oops never mind it's not a bug just didn't realize you need to complete the previous quest first. Sorry for the false post :p
