Xp elixars

Im thinking of buying some 50% xp elixars for 15 minutes to get to level 16. But what I need to now is are 50% xp elixars double xp? Also if I get 3 would it really effect how far I am to level 16? Right now im only like 2000xp in I think. Also I heard the cap is in like 2 weeks so im trying to get to 16 fast! :)

Its +50%. So you would get 1.5x xp. So effectively I guess its 2x.

EDIT: Well, based on Techno Email's explanation for PL, I do not know if it is 1.5x average or 2x:
