When I play AL on my laptop. It cuts off the top and bottom of the play screen a little bit. Pressing F11 and going to full screen usually solves this problem.

The resolution is fixed. I don't see much of a reason since the game itself can be played full screen on phones with lots of different resolutions.

I have to full screen it on my laptop and it get it is a small box on my desktop because on my 1080p monitor. It is quite annoying. May be a limitation of Chrome though.

You'll have to "zoom out" in your browser window. Easiest way to do this is hold down ctrl key and scroll the mousewheel down.
If you don't have mouse connected to your laptop, there should be an option on the bottom right of your browser window to change the zoom.
Just be aware that every time you change the zoom on your browser, it will restart the game.

That is a good tip. I did not think about it like that. Will give that a try when it get home.

No no no. I think what the OP is looking for, is this:

Depending on your screen size, playing Spacetime Games via the Chrome Browser may or may not fit. You might also want to increase the size of the game display to better fit a large monitor. Here's how you can do it.

Full Screen the Browser: Hit F11 to full screen the browser. This might work for some configurations.

Adjust the game screen render size. You can append height and/or width codes to the end of the URL to tell the game to change the size of the display. Here is how you do it.

Say you are playing Pocket Legends and you want it to fit to a 800x600 laptop screen. The URL in your browser bar that you'll see when you go to play is http://account.spacetimestudios.com/pocketlegends/ Just add ?h= and ?w= or ?h=&w= with the correct size for the height after the ?h= and the correct size for the width after the ?w= So, for an 800 wide by 600 high screen the URL in the browser bar would be http://account.spacetimestudios.com/pocketlegends?w=800&h=600.

Must it remain 4:3? Would using a widescreen resolution cause it to render properly in ws or would it stretch? Can't test it ATM.

You can customize it as much as you want. Just copy the link with the codes, and just change the numbers until it fits you. :)
