im new at al and i heard lots bout cc, whats cc?

CC is short for crowd control-- effects like stun, root, knockdown, snare or anything that otherwise impedes the normal movement and attack function of any NPC or player.

(decreasing output damage of mobs is NOT considered CC).

Decreasing enemy stats/performance - debuff

Immobolizing/causing loss of control - CC

Some CCs include

Stuns - Causes full immobility and ability to attack (Indicated by dizziness of your avatar)
Snares - Slowed movement speed
Root - Causes full immobility but the targets are still able to attack.
Blind/Disorientation (Not sure if this is in AL but it's in WoW) - causing the target to walk around blindly, and the target loses control of their character. Damage breaks blinds or disorientation
Knockdown - To knockdown the enemy

Sorry for double posting, but the purpose of CC is crowd control, thus it's name.

To crowd control means to take one or more of the enemies out of combat so you (and your group) can finish the enemy that is not locked in a CC while the enemy in the CC is unable to help.

Would be fantastic if there was a PvP skill tree with CC options for every class. WoW arena in my pocket = fun times. (Polymorph, Sap+Blind, Intim Shout, good times.)
