Think of it like rollover minutes.

What brings in more money? Buying new plat or letting people use leftover plat from another game they don't play anymore?

Also, I think its more an issue with their agreement with Apple than anything.

This would make more sense. I went on hiatus around the time SL was about to come out. I remember their plan was to have plat tied to your STS account so you could share it across games.

Well like Royce said... I don't think its an issue of stinginess as STS wanted originally to make plat account based. I'm sure its more related to appeasing that tyrant Apple.

They don't allow transfers because Apple doesn't permit it.
