Need Opinions from professional mages.

Greetings great enchatress' and enchanter out there !
I did respec my skills of my (lvl 74) mage today and need your opinions regarding:
1)- Mana Shield
2)- Ice Shot
3)- My skills page

First off :
On what rank should the mana shield be ?
I have mine currently on rank 1, is it worth it to bump it up to 9 ?

Second :
On what rank should the Ice Shot AOE skill be ?
I have mine currently on rank 4 unless at this rank it starts with de-buffs.
And is it even worth to bump that skill ?
