That's from the bard quest that puts you in the small room with the skeletons, I think.

Edit: Just checked, it's not from either of the bard tales.

This is the bard when you duel the warriors. I forgot from which bard though. I got lots of pm's when I was running the daily once. People though I was pvp'ing. :)

So all bards' maps are based in Windmoore, regardless of where the bard is found?

Edit: Just entered the Traveler Outpost bard's quest, King Dude Ditty. Sure enough, the map is Windmoore City - Dueling Chambers.

Talk to the bard at the Traveler's Outpost, and do his daily quest. It takes place in the Dueling Chambers map.

Edit: This is interesting. It seems the tavern in the City of Kraag, The Three-Legged Unicorn, also says that it's in Windmoore City.

Sweet - going to have to have someone monitor me and see if all of the Bards quests take place "in Windmoore". That'd be some neat magic.
