Not positive but i thought u can play same levels as long both have same maps unlocked, ive never played at 16 with a l1 so im not sure

well I guess you 2 can make a party and play together? xD but he prolly wont be able to enter maps which he hasnt unlocked yet? :s

I would suggest just party with him and bring him up to your map level; that way u two are still playing together

invite ur bro to ur party nd go to 1st map. then u can play with him or power lvl him. bt d map scale will b ur lvl

that is due to servers.to avoid overcrowding sts has made servers

Town is a special case wherein we limit the number of players and try to accommodate complete parties and put them in the same town. This doesn't always happen though and thus you will sometimes be placed in a different town instance. We do this for performance reasons.
