Im using google chrome and every time i close the browser or refresh and open it, it downloads the files again.

Ohh I was confused about this at first too. The reason is because you have to make an account on the Google Chrome Web Browser. It should say "Sign-In" at the Top-Right.
Soo just make an account and it will save all those Packages
