That happens when you're inspecting a persons page or whatever and then the person leaves(from balefort or wherever he is) so any vanity you put on him will give him stats

Nah no stats given, I have some pics of some regular vanity saying it gives off stats but I think it has something to do with the character. Some vanity including winged helm, Viking helm, Head phones, Etc and Also nice Monarch cookie :)

I'm not sure about the bonus for elite bow set, but I know that when you are dead and then select a vanity it shows you the bonus.
