Watchers tomb quest lvl 3?

Has anyone done this i think its bugged i cleared lvl 3 eight times and no quest update without it i cant do lvl 4 this sucks :(

I am confused, you can't complete the lvl3 tomb quest? or can't get the quest for the fourth one?.

Cant complete the lvl 3 quest all it is to just clear it and ive cleared it over eight times now and nothing.

U have to do them in order to get to the next lvl
