Frost sword n shield set or arctic ward of potency?

What's the frost sword and shield set lol? There are only two items that come with a shield. Arctic Ward of Will and Arctic Ward of Potency (Lvl.21). I have both and I think both are great weapons. If you already have high armor you can go with Potency if you need an armor boost and are willing to sacrifice some damage you can go with Will.

Coldfront of Potency is a nice set, slightly sacrificing armor for a cool amount of damage.
