Town "Channels"?

Does this game feature multiple town instances? Sometimes I'll tell a friend to meet me at the Outpost and we will be in the same spot and will not see eachother. Is there an easy way to fix this?

Joining friends in towns is a pain towns are almost always full. In the past it wasnt this bad trying to join friends. Towns were rarely completely full unless there was a dev/mod on. This started in DL after a patch I think they changed the way players are distributed through town servers letting each town fill befor they open another town. I think each town server allows 21 people befor it fills and opens up the next one. What I do is keep jumping inbetween towns till u find a server thats not so full.
