Frost bolt no longer freezes the target when uncharged. Is this intended?

Yes in CTF it is anyway

Yes... I think it at least freeze fore 1 second.

I am talking about PvE. Not PvP.

I'm hoping it's a bug, seeing as that's a major nerf. Timeshift also doesn't appear to root anymore (when charged). It looks like the nerfs they gave us in ctf somehow carried out.

There is a problem. Since the latest game update, a mage's frost bolt whether charged or uncharged does not (or perhaps only rarely) freezes initial hit PVE mob. I have tested this several times now. It is not working as it was pre-update. How to I report this officially? I have a level 21 mage, and have played PVP. I know it does not freeze there, intentionally.

@Valsacar It does seem that the restrictions placed on PVP have also been applied to PVE. Perhaps the bug is triggered the first time a mage enters PVP and then leaves.
