Elite Quests: Dont get them

I reached l76 just a fewmin ago with my mage now i wanted to do elite quests everyone told me to go to lost vally and talk to sutter but he has no quest for me?! What did i do wrong?

Get at least 14/22 quests from blacksmoke done first, then talk to that npc in lost valley!

Done all blacksmoke quest first and go "Hint" to los valley get elite quest
