lower level players can't access past rooks hideout?

Hi guys im a level 21 but I have a few capped friends & guild members who have level 15-16 alts and can't get past rooks hideout and can't access rooks nest or any other part of the game forward.

I ran with a capped party of 21 with one party member level 13 in dead city and arcanum without a problem.

Any explanation why some can't go forward?

They have unlocked rook's nest, etc?!?

Yea we ran them and completed rooks hideout but they can't access rooks nest or krag etc after trying to acess the next option. They can't join the next dungeon even on their own without a party. They get directed back to forest from what they say. Also all their quests have been completed.
