additional special quest to get vanity cap items please!!!!

I actually completed all release arbiter items. I am just wondering that this is sort of unfair for new players who missed those capped levels and want to get those vanities. Why not create a special quest (last dungeon quest after capping) that will make them play hard equivalent (or bit harder) to the time/energy we spent when we did the old capped level??? Just an option for them...

there will be new elite vanitiy sets after this set is completed all this would do is make players like myself leave the game because our uber exclusive vanities just went to anyone, we were there and we did it thats what these vanities show new players will have a new set to get once this one is complete

what is the use of a "level cap vanity" that is not given at level caps?
