What happened to levels in PVP?

I can't join a lvl16 game with my 21 I think it just slips up every once in awhile.

Weird. I get couple of lvl 21's every single game now..Earlier today wasn't so bad but it got worse now..You don't stand much of a chance with lvl 16, against lvl 21's..

Supposed to be +/- 2 levels from first player in. If a lv 19 made the room, 17-21 can play there unless I misunderstood what I read.
