TS: "Rooted" Sub Skill Fails

In PvE, TS has issues...

The "root instead of snare" sub skill on TS doesn't work on bosses. For example, during the Story Quest that has 4 bosses in it, I try to root them with charged TS and they are still able to leave the circle. This seems to happen with sone mobs as well.

EDIT: Happens when Im on 3G, 4G, and WiFi on all devices listed below (note they are not rooted):

1.) Samsung Galaxy S "Vibrant" on Froyo
2.) Archos IT on Gingerbread
3.) LG Optimus 4G on Ice Cream Sandwhich

Used to root some of them before, at least for me. o_O
