Bug, Glitch, or Normal?

Saw this when I was running with some random Players. The ''Rooted'' word did not stop coming out of the Sorcerer. It was following him during the whole game!

According to a mage I asked, it means that the enemy is stunned or something. He just didn't know why it followed him around...

Its from the skill time. If you have the root with it, that pops up
