Content for STS games get updated every so often. This game was just released a couple months back, so the level cap is still relatively low (at 21.) With the upcoming expansion at the end of February, it'll be 26. Each cap raise increases the current one by 5.

And there are currently no vanities dropping, they are all purchase only. The one exception is the Little Love banner (small hearts floating over your head). You can get that by using the Wave emote at any player wearing the Big Love vanity (larger, red, hearts floating over their head). I have one on most of the time, so if you see me give me a wave.
