Pvp groupings

What exactly are the pvp groupings? No body I ask seems to know but from personally have several characters I can't figure it out. I think there should be set groupings like 10 and under and 11-14 , 15-18 , 19-21 and when the update comes out 22-26. What do you all think?

As of now, the pvp groupings in AL +/-2. If a lvl 19 start a game, only lvl 17 to 21 should be able to join. Currently there is an ingame glitch which allows higher lvls to join low lvl games.
