So are these quests rouge only? Ive talked to her but it's like being in high school again, she's got nothing to say to me. Found her sister, killed pall and red tide, but don't get any of the benefits cause I can't start the series. What gives?

I got the quest on my rouge, yet not on my warrior would also like to know if it is exclusive.

Just ran my rouge and got the quest. Seems a tad impolite, but I'm sure the other classes will get their own quests in the expansion that has their arcane weapon.

I'm stuck on the Red Tide quest. I kill the pall guy and the cage next to him won't open even though the people inside are yelling for help.

Based on gluttony's guide to quests it lOoks like you kill pall, turn in at the scroll and get the quest for red tide. The prisoners quest looks like its a daily you can get after beating red tide. That is, if you are rouge. The rest of us have to hope that the spider daily is working.
