Ok so I lvled my rogue to 8.
I decided to restarted and I had 7 platnium on it.
Will I still receive platnuim when I lvl?

Not on that account. You'd have to create a new one to earn the 7 plat benefit again.

No if you mean the free plat you get from just creating an account and a character. You will no longer earn the 7 plat for that user name. Like Jessicazx answered above, you would need to create a new account to earn the free 7 plat you get for starting an account.
If you mean the free plat you earn from Trialplay then yes, you can earn plat that way.
