Been real busy and missed second lvl cap was their a vanity reward like at 16?

Vanity on 16? Nowadays? But I thought you only get banners during a period where a certain level is at capped.
If you started a new toon now, you won't get the 16 and 21, instead you need to capped out 26 for your first banner. Am I right?
