Make those possible for lower levels my making them stashable and level 1?
Sound pretty nice to me and I don't see anything bad about it.
Opinions down below.

Then u would see low lvl twinks with it giving unfair advantages in pvp and ctf
He point of low lvl twinks in pvp and ctf is for a game without thw advantages of elite items

Theres no bonus...the shadow costume doesnt count as a piece

making this able to use on lower level twinks/alts/chars like the l.71 elite black/silver dragons.
