Loki heals enemies?

Im not sure if this is suppose to happen, but Loki's arcane ability says damages enemies and heals allies. How come when i use Loki's arcane ability on mobs it heals them? If it's a bug, then there ya go.

i experienced this too in the daily bard quest in windmoore it heals the boss instead of damaging it.
