Slicing Flintlocks

Hi.

I never see the Slicing Flintlocks of Brutality proc. No difference in damage, no explosion. As far as I can see.

Mind having a look at this? :)

It doesn't proc on the target you hit, but on enemies around it.

I'm also quite intrigued with this weapon. I havent seen one on the cs yet so I don't know the stats and well, the price. Help is much appreciated. Thank you! :)
