Please just make the level spread +/- 1. (In personal experience) No 16 can beat a level 20. Some times you can if you're a warrior... or they just stand there.
This would also cut down on the level spread bug, being as it would take longer, and be more difficult for a player to gain entrance into lower level pvp, giving you more time to find and resolve the issue, rather than receiving complaints all day about the matter.
