Why is it that Mighty Juggernaut and Mighty Berserker sets doesn't appear in lvl 26 ? Is it too hard to loot ?

They only have 25 versions of em. Level 26 items are only available through kraken isles elite mode and crates/bundles.

Yep^^ All elite dungeons before the Kraken Isles campaign only drop lvl 25 items
All of the previous Elite content (non-Kraken Isles zones) have level 25 items, but no level 26 items. Elite Level 26 items only come from Elite Kraken Isles zones.
