Do older elite chests scale past previous caps to ur current lvl or stay at 16&21 item wise?

I'm guessing no b/c people would just stock on elite chests near the end of the season when they're really low in value.

Yes they scale. Elite chests 2 from second season scaled to 3rd season lvl25 items. So if you have elite chest 2 from previous season you will get lvl25 items now..

Yes they do scale lol. That's how I made some fast gold on the day of expansion release.
They do scale as others have said.

this should be changed as I can see this being abused if most of the in game players find out about it

Yeah to be honest, before the mods came out and said it was a bug we figured it was jarl 2.0
As far as I can see the only players whining about it were the leader board fanatics.
On topic - Do Elite Gold Banded chests have lvl 25 gear as well?

Yes... L25 for all previous elite chests.
I'm not liking how Pirate Elite Chests do not always scale to your level though. :/
What was the reef bug?
You could run straight to boss without having to kill mobs.
