ok, what am i missing?

I can't get to Paradise Pier or Kraken - says i cannot travel to this location until completing previous area. I have been thru and completed everything to that point - is there a quest im missing? I have an open quest called "Stormy seas", but no idea what i need to do for that. Help! What do i do?

Did you try going to paradise island through the gate in windmore city?
