I've been farming on one of my lvl 2's and one run hit lvl3 helm, very next run I hit a lvl 5 plate? Anyone else have a similar experience

Oh those are erradic and not really lvl based....they are area based I'm a lvl 25 and if I go to blackenridge forest I only get up to a lvl 16 I think
