Can't Finish Quest

I am having trouble finishing the quest "Reach the Arcanum." I have gone through all of arcanum, even beating Lord Mardrum. I have talked to captain rutger in the arcanum grounds, but the quest does not finish. Either I am missing something, or this is a glitch, I am not quite sure.

I have a Samsung Galaxy S III, operating with the latest version of the operating system and of the game.

Try deleting the quest from your quest log and trying it again. It should complete as soon as you zone into the Arcanum Grounds and then be turned into Rutger in the zone

I tried deleting it and accepting it from different Rutgers (clones in different areas), but to no avail. I also tried deleting "The Watch" quest, which I think involves the same guy? Nothing worked
