Crit bug?

So I was doing l16 pvp with a guy, he had 6% crit, i had 6.67%. So what happened was he had a heartseeker and I wore the depraved of potency. My stats and gear totally outmatched his yet he comppetely dominated me 8-4 with daggers.

During our matches he did huge spikes of damage with his crits, he crit half the time and match after match im sitting there like a duck thinking how the hell does he crit me almost all hits? I had a more crit % than him yet I seldom crit.

After I beat him 3-1 in bow matchnand there was still some crits going on but I kited so I survived.

Idk if this is my luck or a serious bug - which I believe it is.

He might have had passive crit that does not show up on the skill page.

So that makes it 11% crit, he should have a 1:10 hits chance to shoot crits with a few odds here and there yet I got rained by crits. As soon as the fight started, He shot crit and i pick a pack, he shoots anoher skill no crit and next he crits and by then im dead :/ because i cant keep up with packs

Sounds a bit like luck, especially since I haven't seen this on a consistent basis
