Help needed

What is power of gleipner ?

Correct me if i'm wrong. I think it's the quest that must be completed in skull cove where you go to the end of the map, near bloodhammer, and find a tomb there. There should be a giant yellow question mark if you are currently undergoing the quest. Just walk up to it and hit action button.

I think that's the want . But where can I accept the quest ? And what to do to complete the quest?

Well, i explained how to complete it already. I forget where you accept it. Someone help me out here :P

I already dump all quest And try to go in elite cove .i. Cant find the quest . So need help to find the place to get the quest . :(
