About the Elite Chests

Im currently lvl 25 and have some questions.

For Pirate Chest:
Should I wait till lvl 26 to open the chests in order to obtain mythic helms lvl 26?

For the other two chests:
Suppose I open the chests using my lvl 10 twink, how will this affect the items in the chests? What are the levels of the items in the chest?

You can get the mythic helms, arcane hooks or the arcane rarity pets at any level. They are pretty rare though.

Yes, for non mythic and arcane items, they are scaled to the range of the character opening the chest.
