I'm not sure what you mean by "normal attacks", but weapon damage does influence skill damage.

Only your Damage stat adds to your skill damage.

Your weapon dmg adds both to your normal attacks, and skill damage.
Example: Say if you are equiping a lvl 10 dagger, your lvl 76 mage. If you switch to a swift bow, the normal auto-attack of your mage will increase significantly, and so will your magic attacks such as lightning, firestorm, etc.
