If you really want a for sure answer and reliable just check the announcement section every now and then. Or insider section. If its not there then no one knows.

They've only mentioned that it's difficult to give exact dates even when they would like to.

Delphina got on yesterday. And while everyone was spamming for free vanities and/or kissing her butt, I was dedicated to find out when the new cap comes out.
I probably sent "Hey when is Delphina, when is new cap coming out?" Close to 50 times. Which made me spam myself, but atleast It was for useful information. I also sent "Hey the people on pl still exist."
The outcome was not a single reply.
