Luck potions questions

There are two luck potions...

2x xp at 1.5k and 150% at 3k

Can someone confirm which is best. On the face of it, I would look at the 3k one as providing 1.5x xp but I wonder whether it actually applies 150% increase to xp and therefore would be effectively 2.5x xp for 3k...

Or am I completely misunderstanding the difference?

The way this looks is 2X for 1.5K, 2.5X for 3K. The 2X is more economical, but the 2.5X will get you there faster.
