Panic! Please Explain!

I did do a search for a technical explanation of this ability but didn't find any.

Can anyone, please explain what this actually does? This is in regards to Slag. And is it the same for all pets?

"Panic" is a form of stun. The enemy in question will frantically itch/scratch/freak out for a brief period unable to attack or move while the panic state lasts.
