That sometimes when i pvp a im literally like 6 meters away from a target my skills fire off as if i was out of range no dodge no miss nothing and my enemy can hit me just fine? Is there some kind of range debuff?

No. Most likely either you or them are lagging.

Yea, happens to me when I'm using my cousin's bad wifi. I can be right next to them, shoot blind, root, blast, it shoots at them, but does nothing.

Well I am usually lagging when this happens so that could be it.

If you happen to have two devices you can actually see how it is. One device is pretty well and with no lag, while the other device might be laggy and it may seem you are close but if you look at the other device you can see you are far. If you are attacking and missing all your attack while your opponent is causing dmg it must be that you got a lag spike and your screen is behind for a few seconds (I.e your in a 16m range from your opponent and a few seconds later you are within 2 meters dead.)
